Tempest is the descendant of a Culper Ring spy (3-5-5), the only female spy within the Culper Ring.

In "Identity Crisis", Tempest meets Mozzie at Stuyvesant Park after he placed an ad in the newspaper to lure her out. She assumes he's Cabot Hawkins, the descendant of another Culper spy (7-2-3), and asked him the location of the infirmary in exchange for her family's letters.

Later on, Tempest is shown standing in the infirmary (storage unit) when Mozzie and Oliver Stringer arrive to look for the flag. The three of them trace the flag's location to the Revolutionary War Monument and Mozzie is able to open the door with an ancient key that he found earlier in the storage unit.

Inside the monument was a large stone with the inscription "416-209", which Tempest decodes to mean "NEVER FORGET" and suggests the flag may be underneath the stone. However, Mozzie is distracted by the fact that she can read Culper code, taking it as a confirmation of her Culper spy identity, which Tempest denies. After moving the stone, Mozzie hops into the shallow pit to remove a box, handing it to Tempest, and she opens the box as Stringer helps Mozzie out of the pit. When they turn back to her, Tempest announces that the flag is not in the box. As Stringer is busy accusing Mozzie of conning him again, Tempest uses her belt as a whip to knock Stringer's gun out of his hand and her and Mozzie make a run for it. Just as Stringer starts shooting at them again, Peter Burke arrives to arrest him.

At the end, Tempest arrives in a dark underground room with a table in the center where several men are seated. She walks around the table and puts her bag down to take out a worn flag, which she unfolds and lays it out on the table, revealing a 13-star Betsy Ross flag, seemingly confirming Mozzie's conspiracy theory that the descendants of the Culper Ring spies are active.
