Neal drew 2 sketches of Mozzie, one to show to Peter (a portrait of someone) and the other to Agent Siegel (a portrait of Mozzie), he switches them when showing the sketch to Siegel in order for him to confirm through a window that the sketch that Burk saw was the right one.
It does not have anything to do with Siegel's eyesight or memory, as currently stated in the article
