Oliver Stringer is a desperate author and former professor. He published an unsuccessful book about the Culper Ring spies.
Stringer used Nathan Woodhull (7-2-2) for research on the Culper spies, but his book was crucified for "rampant speculation" and Stringer lost his tenured professorship. To regain his reputation, Stringer set out to find a lost American treasure: the original flag that George Washington carried across the Delaware in 1776 and supposedly gave to the Culper spies as "an authentic symbol of our burgeoning 'freedom' as a country".
Stringer murdered Woodhull to get rid of competition in the search for the flag, and traced 7-2-3's IP address to Cabot Hawkins' home. When Mozzie let himself in to Hawkins' house, Stringer assumed he was 7-2-3 and demanded the flag, but Mozzie managed to get away.
Later, Stringer noticed Mozzie's ad in the newspaper reaching out to 3-5-5, so he also went to the rendezvous point, Stuyvesant Park. After Mozzie and Tempest's meeting, Stringer attempted to follow Mozzie but was stopped by Peter Burke. Peter questioned Stringer but had nothing on Stringer to arrest him, so Stringer was allowed to leave.
Peter, Neal Caffrey, and Mozzie set up a sting to get Stringer to confess to his crimes. However, right after Stringer's confession and confirmation of his possession of the flag coordinates, Mozzie snuck back into Hawkins' house through the secret bookcase to help Stringer escape. Mozzie and Stringer found Tempest at the storage unit and Stringer used his gun to persuade Mozzie and Tempest to find the flag using the coordinates (61 centimeters by 99), which brought them to the Revolutionary War Monument.
Arriving at the monument, Mozzie used an ancient key he found in the storage unit earlier in the episode to open the monument door, and with Tempest's help, they moved the stone in the monument but Tempest announced that the flag was not there. Stringer pointed the gun at Mozzie, accusing Mozzie of conning him again, but Tempest used her belt as a whip to knock Stringer's gun out of his hand. After retrieving his gun, Stringer started shooting at Mozzie and Tempest as they ran away, but Peter arrived, finally arresting Stringer.
