Scott Rivers is a young heist prodigy, who relates with Neal Caffrey.

Scott idolized Caffrey and hoped to become like him, an expert white-collar criminal, so he pulled a number of high-profile heists, daring the FBI to catch him.

Neal saw Scott's skill and prowess comparable to his own and, seeing that Scott could still have a chance at a life, tried to get Scott to turn himself in. Initially, Scott refused, but then changed his mind and surrendered himself to Peter Burke at the FBI Manhattan White Collar Division.
