Robert Moreau was the late father of Kate Moreau.
In "Bad Judgement", through Peter Burke, Kate passed on a message, "Robert", to Neal Caffrey, hinting for him to go to her father's grave. Peter, Neal, and Mozzie went to the grave, where they find a bundle of flowers that are a few days old, indicating that Kate had been there. However, inside the bouquet is a yellow origami flower (a calling card for Alexandra Hunter), which Neal and Mozzie hid from Peter.
