Phillip Kramer is head of the FBI’s Washington, DC Art Crimes unit, and was Peter Burke's friend and mentor at Quantico.
Character Profile[]
Agent Kramer is first introduced in Season 3 to participate in the retrieval of a Degas painting being sold on the black market in New York.
As the head of the D.C. Art Crime unit, he is impressed with Neal Caffrey's skills and talents but cautions Peter against his close friendship with Caffrey, once again casting doubt in Peter’s mind about Caffrey, at least until the recovered Degas was revealed to be a really good forgery.
Due to Neal’s upcoming commutation hearing, Kramer returns to go through Neal’s old files, trying to find evidence to prohibit Neal’s freedom. He even attempts to recruit Diana Barrigan to help him, but she remains loyal to Peter and shares any new information with him.
In the last episode of Season 3, Kramer reveals that he doesn’t want Caffrey back in prison as Caffrey is “much too valuable for that”. Instead, Kramer wants Caffrey working for him in DC indefinitely, under the guise of keeping on eye on him and protecting Peter. His determination forces Caffrey to give up the Raphael painting.
