Little is known about the mother of Neal Caffrey. Through Neal's retelling of his own story, we know that she and Neal were put into Witness Protection together after James Bennett, Neal's father, turned state's witness against the Flynn Organization, an organized-crime family based out of the Baltimore/DC area with corrupt cops on their payroll. Per James, Neal's mother filed for divorce because she thought he was a cop killer, so she and Neal were relocated to St. Louis with Ellen Parker (James' detective partner), separate from James.
In WITSEC, Neal's mother disassociated as a mother and neglected Neal. She left Neal and Ellen a long time ago and no one has heard from her since.
