Kyle Collins is a government agent from the Office of International Affairs (OIA), tasked with bringing Neal Caffrey back to the U.S. after his escape in Season 3.

In "Wanted", upon introduction, Collins chastises Peter Burke for the lack of information or headway in finding Caffrey. He also hints that Peter knows more than he's leading on, as Peter flagged "E. Parker" after meeting up with Caffrey on Roosevelt Island but neglected to include any E. Parker in his official reports.

Collins is later seen speaking with Ellen Parker on her doorstep, but was rebuffed by her.

The day after Peter is finally able to track down Caffrey's whereabouts, Collins bursts into the Burke's home with a search warrant and he finds the map that Peter used to circle "Cape Verde", indicating Caffrey's location, like he knew exactly where to look. Per Hughes, Collins was on the first flight to Cape Verde.

As soon as Collins landed in Cape Verde, he doesn't waste any time in turning half of the island against Caffrey by offering a $500,000 reward to whoever can find him.

In "Most Wanted", Collins attempts to keep Caffrey locked up at Dobbs' until he can charter a plane back to the U.S. However, he notices that Caffrey had unscrewed the back panel of his cage in an attempt to escape, so Collins shoots Caffrey in the right thigh to prevent anymore escapes. After his leg is patched up, Caffrey joins Collins in a car to drive to their flight but they're stopped along the way by some traffic, a diversion set up by Mozzie with the help of Hector. While Collins gets out of the car to help move the fruit out of the road, Peter helps Caffrey escape.

Caffrey manages to evade Collins' search until the evening. As his last resort, Collins finds Maya at her cafe and asks her to give up Caffrey's location for the $500,000 reward. She informs him that Caffrey is attending Dobbs' party, as part of the plan.

At the end of the episode, Collins brings Caffrey to the hangar where a plane is prepared to take them back to the U.S. Peter informed Collins that MacLeish is on the plane as well, and Peter gives Collins the option of taking full credit for bringing MacLeish back to the U.S., which is a much bigger score than bringing in Caffrey. With the paperwork from the DOJ, Collins agrees, since his mission was to bring Caffrey back and what happens to him afterwards was none of Collins' business.
