Jim Boothe is a convicted felon and former thief-for-hire. His M.O. consisted mostly of high-profile smash-and-grabs in Europe. Prior to the show, he was also linked to a ruby heist from the Burj Khalifa in Dubai.

In "Diamond Exchange", Boothe pilots the helicopter that Rachel Turner was going to use to escape New York. At the end of the episode, Boothe kidnaps Neal Caffrey.

In "Borrowed Time", Boothe reveals that he wants Neal to steal the twin of the Hope Diamond back from the FBI so that Boothe could use it as his in with the Pink Panthers, instead of getting killed by them since he's seen their faces. However, Neal manages to convince Boothe to forget the diamond and steal something from the Pink Panthers to prove his worth, so they join hands and become partners in the heist. After Neal steals from Alan Woodford, Boothe tries to turn on Neal but is shot in the shoulder by Peter Burke and cuffed by Diana Berrigan.
