Henry Dobbs' real name is Robert MacLeish. He's been a Most Wanted fugitive for 20 years, presumably hiding in the Cape Verde islands the entire time and paying off local authorities, and he's a required first-year case at Quantico.

In "Wanted", Neal Caffrey and Mozzie meet up with Dobbs, who's charging them $25 grand per month for safe haven. Mozzie is noticeably nervous about the meeting because it took him a very long time to decide on Cape Verde as their retirement paradise, and one wrong move with Dobbs could spell trouble for them. However, during the meeting, Neal brings up an issue he has with one of Dobbs' men: Brody has been stealing papayas from a boy named Hector who owns a fruit stand, and Neal wants him to stop and pay Hector back for all the previously stolen papayas. There's tension in the air but Dobbs complies.

However, at the end of the episode, he gets his revenge by selling Neal out to Kyle Collins when Neal goes to Dobbs for temporary shelter.

In "Most Wanted", Peter realizes that Dobbs is actually MacLeish, a long-time fugitive, which he is able to prove via a photo and biometrics, so Peter negotiates a deal with the DOJ: MacLeish for Neal's freedom. Realizing they'll need to bring MacLeish back to the U.S. without a gun, badge, or backup, Peter, Neal, and Mozzie concoct a plan to make it seem like Dobbs is planning to leave town with his stash of bribery money after his "monthly island-wide fete". The plan works, forcing MacLeish to run and hide in Peter's jet back to the U.S., where Collins takes full credit for bringing him back.
