Ellen Parker (born Kathryn Hill) was a former police officer and partner of James Bennett, father of Neal Caffrey.
Early Life[]
Kathryn was a police officer in the Washington, DC Metro Police Department. She arrested her own partner for murder of a superior officer and spent months digging into other corrupt cops with Samuel "Sam" Phelps. When James confessed and turned state's evidence, it prompted Kathryn's placement into Witness Protection under the name Ellen Parker. However, before she left, she hid all the evidence she gathered in a box, intended for Neal. And due to the family's closeness, she requested to be placed near Neal (age 3) and his mother, so all three of them were relocated to St. Louis.
Living in St. Louis together, Ellen practically raised Neal until his 18th birthday when she finally told him the truth about his father and Neal left home.
Some time later, Ellen relocated to Roosevelt Island while still in WITSEC.
Two years before Neal's imprisonment, he felt that the FBI was closing in on him so he exchanged dedicated pager numbers with Ellen in case of emergency.
When Neal was arrested, he entrusted her with the Raphael painting and informed her that Kate Moreau would be picking it up. While Kate did meet up with Ellen, she ended up not taking the painting.
Season Three[]
Ellen was introduced when Neal visited her on Roosevelt Island in order to retrieve the Raphael painting. They only had about ten minutes to catch up before Neal had to leave again, but Ellen understood.
Season Four[]
After Neal escaped to the Cape Verde islands, Peter Burke reached out to Ellen to ask for her help in finding Neal. While his initial attempt was rebuffed by Ellen, Elizabeth Burke managed to gain Ellen's trust. Peter was finally able to convince Ellen to help him, and she gave him Neal's dedicated pager number.
When Neal returned to the U.S., Ellen met him at his apartment to finish catching up and let him know that she had to move again as part of WITSEC. He surprisingly asked her to tell him everything about his father, which Neal previously didn't want to know or have anything to do with him. However, Ellen changed the subject and asked him to tell her about the islands.
Before Ellen was supposed to leave New York, Neal introduced her to Mozzie and Ellen suggested Neal talk to Sam Phelps, an old friend and undercover cop who worked with Ellen to gather evidence on corrupt cops. She suggested he may be able to provide more answers since he took over the investigation after she was placed in WITSEC.
At the end of "Parting Shots", Ellen was murdered, along with the two Marshal agents assigned to her. Before she was rushed to the hospital, Ellen told Neal to "trust Sam".
It is later revealed that she was murdered by Dennis Flynn Jr. out of revenge.

Neal Caffrey[]
Ellen was the closest thing Neal had to family. She practically raised him while they were in WITSEC together after his father's arrest and his mother's abandonment.
James Bennett[]
Ellen and James were partners when they were detectives but she arrested him when she caught him kneeling over a dead superior officer. Until her death, she held onto the hope that he was innocent.
Samuel "Sam" Phelps[]
Ellen and Samuel were old friends and colleagues from the Washington, DC Metro Police Department. After Ellen was placed into WITSEC, Sam took over the investigation of corrupt cops. They even shared a P.O. box to communicate in case of an emergency.
