Delmon Wells is the brother of Angelo Wells.
Prior to the show, he spent four years in Rikers for breaking & entering. After his return, his mother left the Cotton Club to him and Angelo. While Delmon is only interested in reopening the Cotton Club and bringing it back to its former glory, he's unaware of Angelo's Taxi & Limousine Commission scam.
In "Empire City", just as Peter Burke was going to arrest Delmon for his participation, Angelo steps up and confesses to save his brother.
