David Pillar works within the FBI and he seemed to hold the key in signing off on the freedom of Neal Caffrey in Season 6.
In "Return to Sender", with the help of Mozzie, Neal drafted a contract and gave it to Peter Burke to hand to David. The contract stated that Neal would go free in exchange for helping the FBI catch the Pink Panthers. With the Pink Panthers being one of the most wanted crime organizations in the world by multiple law enforcement agencies, David had no choice but to get the signature of the Attorney General to ensure that the FBI wouldn't be able to back out of the deal later on.
