Cindy is June's granddaughter and they have a good relationship. As she studies in New York, Cindy is allowed to stay at June's house as she pleases.

Neal Caffrey and Cindy's paths cross as both are welcome tenants in June's home. Though Neal finds Cindy very attractive, that's as far as a sexual relationship goes, at least on-screen.
